Someone is trying to kill the odor. The same can be accomplished by just lighting a match. Better yet, provide some bathroom spray.

Good point. But maybe they got something on there hands? Trying to rip off un-perforated paper with one hand would probably result in the whole roll unraveling. And also, when i go to the public toilet, I'd rather not see where someone had their grubby lil' hands on the loo paper before me. Actually where I live, most public toilets do have un-perforated toilet paper with the tear off dispenser so one actually touches the paper.

It's a toilet. That's what the big grownup people call it, anyway.
His feces (you would call it, "poopie-oopies") smells bad. He is trying to be nice. He lights a sheet or two to eliminate the fecal stink. Buy him a can of Oust or Febreze instead.
That problem is solved -- but you still have to work on your enormous Freudian anal-retentive phase issues.
