When dividing variables with exponents their values subtract and to make a negative exponent positive, flip it to the other side. When multiplying two terms with exponents their values actually add, so...

18(x^-1/3)(y^9)

becomes...
24(x^6)(x^1/3)((y^7)
18(y^9)

Now subtract
24(x^6)(x^1/3)((y^-2)
18

Flip the negative out
24(x^6)(x^1/3)
18(y^2)

Combine the x terms
24(x^19/3)
18(y^2)

And simplify the fractional part
4(x^19/3)
3(y^2)

= (-24/18)(x^(19/3))/y^2
= -4x^(19/3)/(3y^2)
