Halloween is unfortunately on a Wednesday this year. So when is the best time to do a party? The Saturday before or the weekend after?
But that would suck if they do a Halloween party on November

Weekend before. We have to wear costumes to work on Wednesday. But party any time. Usually before is better then people won't be tired of it already.

I'm throwing a party the weekend before. I think that would definately be the best time. Otherwise like you said, your starting to get into novemeber and then its no fun.
