I am opening the restaurant in Boston, but I have no idea about the license for delivery guys ?. Is there any special license ?. What, where and how to get it ?.
Because I did not see any restaurant which provide delivery.

There are companies like "Takeout Taxi" that for a fee have signed up a bunch of restaurants. They have done all the paperwork, have name-recognition, know the driving routes, and charge a reasonable fee. Try them first.
After a while see if they are helping your business (lots of customers use them) or if they are taking away too much of your profits. Then think about getting some employees for delivery - but don't start delivery on your own until you have tried existing services.
