I have had my 1999 Mercury Sable for about 3 years. Ever since I have gotten it, I can never get more than 200 miles out of a tank of gas, where my moms 1998 Dodge Stratus could get upwards of like 400 miles. We were supposed to get the same mileage, but if drives her car to a place 30 miles away, her gauge doesn't move. I drive mine 30 miles, it sucks up a quarter of a tank. I have looked at the air filter, and it looks clean, I just had my spark plugs changed earlier in the year and my fuel line has been flushed and should be clean. Are Mercury Sables just bad on gas?

No, they're not. By father in law had two back to back, with each he'd get about high teens around town (in the city), and upper 20's on the highway (27-28). The Stratus is probably a four so it might be better, but not to the degree you're describing.

You changed the plugs - that's good, has the timing been checked? How does it run in general? Another thing - if the transmission is slipping a lot, that would hurt the mileage, and I know the Taurus/Sable didn't have the best transmissions.

That thing should get about 26mpg on the highway. It only has a 13 gallon tank, so you'd expect the gauge to be close to empty after 260 miles. 200 miles around the city till it said empty would be fairly average. The Stratus has a lot bigger gas tank, and different gauges act differently.

It should do better than that. I would recommend taking in to a dealer and have them give it a good check up. It sounds like the transmission is either not going to o/d or is slipping while in gear. But could also be a number of other things like the brakes dragging or a bad vacum leak.
