LOL! it amazes me how many people STILL thinik bettas live in puddles! do your research people. bettas live in rice paddies, which may be shallow but are very large, and actually even slow moving streams. bowls provide nothing close to this environment. not to mention they also are tropical fish and should have heaters.
you are right, it is unfair. but people do still but goldfish in bowls. i's mainly for two reasons. ignorance, they don't know any better and believe the rumors that both goldfish and bettas are great in bowls when in reality goldfish get huge and are dirty an bettas should have heaters. and of course there are the people who just don't care. for example the pet stores that continue to sell bowls and not tell their customers they aren't god homes for any fish.

People wouldn't buy all the stuff actually needed to care for just one 50 cent goldfish. By selling the goldfish bowl they have at least made a sell, and likely you will be back real soon asking why the poor fish is sick. So instead of telling you what to do they sell you meds because you still won't buy what's needed for the fish. You go home dump the meds in there, and the fish dies any way. You go back thinking you just got an unlucky fish and buy another one. Same thing happens, until you finally decide to do some of your own research and find out what you need then you go finally buy the tank or give completely up. Either way the pet store made money. Big box pet stores are notorous for giving poor advice to novices, the more confused you are the more you are likely to buy. The truth is properly maintaining your tank and feeding good food will keep the fish alive. Medications or chemicals should never be put into the water, there is nothing a good water change, temperature raise and a little plain salt can't cure. You don't need any of that stuff. Most of it if used incorrectly, which novices are prone to do, will kill your fish faster than the original disease would have. So its a buyer beware market and I wouldn't just rely on what a big box pet store tells you, they have money in mind not a fish's well being.

This is why bettas can handle a smaller environment than a goldfish. Bettas only grow to a maximum of maybe 4 inches. Goldfish can grow to a maximum of 3 feet. Bettas process food differently than goldfish. Goldfish have been bred to have no stomach, so the food immediately gets turned to waste and literally goes right through them and, as such, goldfish create huge quantities of toxic waste that fouls the water much faster than other fish. Bettas, nor any other fish, create quite the level of waste as goldfish, so these other fish can live more successfully in smaller quantities of water with lower filtration requirements. All of this said, however, no fish should be kept in a tank smaller than 2.5 gallons and it will be a great day for animal lovers when manufacturers realize that bowls are only good for candy and spare change.

Like you said, goldfish are dirty. Bettas aren't as dirty as goldfish. Goldfish will grow HUGE! They can grow up to 3 feet long. Bettas will not grow much larger then the size they are at the store.

Bettas have a labyrinth organ which allows them to use oxygen from the atmosphere goldfish do not therefore bettas can survive in water that does not contain sufficient oxygen for fish. Note that bettas can survive but they do not thrive in such conditions.

A betta's natural environment is a puddle; they are puddle-jumpers. They are able to do this because they have a special organ that allows them to breathe air, so they can live up to several hours out of water. So, a small bowl is closer to a betta's natural environment.
A goldfish is NOT a puddle jumper and needs much more water. It also needs the water to be aerated properly, which cannot be accomplished in a small bowl.
And as for why they sell tiny bowls, there are lots of things for sale that aren't good for you (cigarettes, Big Macs, etc)

gold fish will actually get really big, betta fish won't. not that i think they should have to stay in those tiny little bowls just because they fit.

bettas natural water quality in siam is very very poor and are used to living in muddy dirty water. they can breathe the air from the atmosphere and can also push water through their gills. goldfish are a form of carp which cannot adapt to dirty or poor water conditions as well.
