If you're asking when it was written (it was not an event which happened), it was 1760 BC.

What is referred to as the Code of Hammurabi is generally dated to about 1780 BCE (re: Charles F. Horne circ. 1915) These codes represent Babylon during its greatest period.

These codes were the foundation of laws for many cultures within the mid-east inclusive of what the west refers to as the Ten Commandments. Even so these Babylonian codes are far more extensive than most of the laws of ensuing cultures demonstrating the greatness of Hammurabi.

These codes were far more than just a code of conduct or a definition of desired actions and beliefs but were also addressing such subjects as contracts.

It should be kept in mind that these codes did not simply appear, but were based on previous laws and codes of other culture and evolved from about the year 2200 BCE.

If you have the time, these codes (as well as their historical sources) are well worth the time to study them and the impact they had on people.
