They're not legit if they charge you anything. You get a portfolio from working. The pics you eventually get in your portfolio are from jobs that you've done. The people who are telling you it's free then try to charge you are not legit, they're scam artists who know how to reel you in and take your money. Run away from them.
Real agents take snapshots from beginners with potential. They also don't take any money up front, they take a percentage of your pay after you book jobs.

If an agency is legit, you do NOT have to pay for any services. If you are getting composites, head shots, etc, you will have to pay for those out of pocket. These are items you need to break into the industry.
Once you sign with an agency, if you do not have either of these items they will request you get some - ask for people they recommend. If they recommend their own photographer, look out! Huge red flag. Agencies SHOULD be able to recommend several reputable photographers in the area and you can then copare prices. If they say you HAVE to use their own if you want to work with their agency, don't do it.
If you DO have these items (head/comps) and they say they require you to get new ones because they cannot use yours, you have to use their own photographer, or any other excuse for you to spend money with their "company" RUN! Do not work with these people. It is a scam.
You agent works solely off of commission, up to 20%. The ONLY time this rule may bend is for online servicing - putting your picture on their website. This IS a legit cost because you are paying for webspace, essentially. Use your own judgement on this - I've seen charges upwards of $150 a year. But, this is great exposure for you since lots of casting directors use and bookings are made from agency's online catalogue. Sometime they say they have a book they put your pictures in for a fee, again, you need to use your best judgement.

The modleing industry is located in NYC. The top agencies don't charge a fee to models, until they earn money working in the industry.
It's how they make money. If they were not charging you, they could not make money on their scam.

If they ask you to pay anything up front don't do it. It's a scam. But if it really IS free then go for it.
