I depends what you define as the bottom of your feet. Athlete's Foot can affect the skin on the area under your toes, but typically not further down. The area would also be red and itchy.

Athlete's foot is a fungal disease, and yes, it can cause burning and itching of any part of the foot, but usually manifests itself between the toes. If you frequent public swimming pools or athletic clubs, wear flip-flops instead of going barefoot. That will prevent the spread of athlete's foot. If you already have it, there are OTC remedies that can help cure it.

Yes that can be one of the signs. Usually the severe itchy rash and yeast smell are the tell tale signs of it though.
