If they retaliated, they would have to admit that the air strike happened. They don't want the international community to know exactly WHY the strike occurred. Were they stockpiling some kind of weapons. Did they get nuclear weapons from N. Korea?
The interesting part is why didn't their new defense system work that the Iranians had recently given them.

Because if Syria tried anything against Israel, Israel could conquor or destroy them almost at will. The Syrians (at least the non-suicidal ones) would rather live than bomb Israel in retaliation for their being Jewish and living next to them.
