how could i start my dream of acting work im 13?

you start in school plays, then get your parents to agree that you should be an actress and get them to give you professional classes, then build your resume with more plays and more classes, get a head shot, learn to audition and interview, submit to agents that's how., takes a few years
there are no magic websites only hard work gets you there

Starting in school plays is good, you could also check out community theatre. They usually doo interesting plays and its good to get your name out there.
