Changing the mixture will not cure the problem of why the plug keeps fouling.
It's just a temporary fix until the plug starts to foul again.
A dirty air cleaner will cause a rich condition and foul the plug.
But from the year of your bike, the problem is most likely, it needs a top end rebuild (cylinder, piston &rings).
When the top end wares out, the compression weakens.
Without enough compression, the oil in the pre-mix doesn't get fully burned and fouls the plug.
To check the top end's condition -
Remove the exhaust pipe and look in the exhaust port with a flash light and mirror.
If you can see any scoring of the cylinder wall and piston, or discoloration below the rings, the top end will need to be rebuilt.
Continue to ride without making repairs will destroy the top end and cost way more then just a rebuild.

Forget the mix and jet your carb after you replace the plug. you are running too rich so go to a smaller main jet.
