According to the coverage map the vast majority of the country will get OSU/Purdue. Only the west coast and small portions of Indiana & Michigan will get ND/UCLA, which makes sense to me. You don't want to tick off fans who live in areas where there are high concentrations of ND and UCLA fans.

Blame Purdue. Sure, the Boilermakers have managed to get themselves ranked, but who outside of Indiana cares to watch them? We can also blame ESPN and other media outlets for being down on the Big 10 all year.
As far as the business of television goes, OSU vs. Purdue will pull viewers from the Midwest, while ND vs. UCLA will pull the normal ND viewers (on the decline as they may be) plus the Wesy Coast audience.
I don't think there is any doubt in anyone's mind that OSU-Purdue will be a better game, but from a business standpoint ND-UCLA is better for revenue.
Not to mention they're probably contractually obligated to ND, but that's a whole other matter entirely.
