If you mean you want it to turn the system on, assuming everything else is connected properly, press the button for a least a few seconds (hold it in) and see if the system turns on.

I have installed a few psu's like this recently.

Hi. You can double check the power supply by jumping two of the leads. On an ATX style connector the leads are the green one #4 and the black one #3. This trick the unit into powering up, but since it is not connected the computer will not yet work. http://www.gideontech.com/content/articles/196/1

what a conincedence that i upgraded to a 550watt psu,a ezcool ps-05,and i shall try to help with yours
have you connected the motherboard power connectors correctly,some motherboards only require a 20 pin atx connector however some boards such as intel chipsets require a 20pin connector and a 12v 4pin connector,these are normally situated next to the larger 20 pin connector,if your motherboard is a socket775 board then it will need both the 20pin and the 12pin
also check you have connected all the 5v molex connectors to your optical drives and hard drives,and power connectors to your graphic card were applicable

open your side panel on your computer, take all the connectors off, and put them back securly. (make sure you have all the extra power cables to the motherboard connected, especially for p4 and above)

if you have extra fans and extra connectors, make sure that you havnt connected them in a way that might short out the power supply.

also check if when you switch the comp on, dose anythink happen? if the fans only move, the psu isnt powerful enough.

Power supply has to correctly connected to motherboard and computer case switch...have you check both of them....without correction connection, it will not start i.e. if you keep power supply (without any connection to motherboard), it will not start as it need motherboard connection.

Just a guess, check the black switch on the back of the power supply.
