Yes, but the rotor has nothing to do with valves opening. The rotor directs the spark to the proper cyl. at the proper time. Each cyl. fires one every two revolutions of the crank.

they rotate at the same speed if you mean the flywheel or the front pully , ther are many rotors on a car engine
