My boyfriend and I have been going out for a year and recently we took it to the next level. And he wrote me a letter which quoted Exodus 22:16, which states that if a man takes the virginity of an unmarried female it is his responsibilty to marry her (or there about). Is this some odd way for him to ask me to marry him?

I have asked him and he only smile and kisses me then walks away. Or hangs up if we are on the phone.

By "take it to the next level" I do mean that I gave him my virginity.

Yes, this is his way of saying he wants to marry you. It's not the proposal, but he's letting you know how he feels. You need to respond to this letter and let him know your feelings. If you want to get engaged, you need to tell him this. If you're not ready for marriage, let him know that as well. One thing you don't want to do is to turn your relationship into something less respectable. This guy wants more than a sexual relationship. If that's all you want, don't string him along.

He sounds weird 2 me. Quoting Exodus does not make a marriage proposal. Here's a thought... have you 2 had sex? Cause if you have, the quote is even more weird. If he can't just come out and SAY marry me, what's the point? He will probably play footsie with matters of your heart... letting YOU figure out what he means, etc.
Also, I'm concerned that you've been going out for a year with no sign of whether he wants to marry you or not. Perhaps he thinks the longer he can take advantage of your good graces, the better off he'll be. Won't have to commit, and you'll STILL take care of him. If this is how he acts, drop him: he's just a sly moocher who keeps you guessing.
Try not to be insecure and accept his weird behavior... there are many great guys out there who know their own minds, looking for a girl who knows hers as well.

my question is to you...did he take your virginity? I am sure of you already knows there are passage in the Bible said, if you have sex out of wedlock is a sin. Since he used the Bible then he knew the next level is marriage and then sex and not the other way around. Ask him about that, if he refuse to answer. Tell him stop playing silly mind games with you and using the Bible in this manner. 1luv might have something there, ok. The next time you two, tell him to come straight and said what he really mean about marrying you.

Who knows what your boyfriend means by that, but you are taking the verse out of context. In this portion of the Bible, various laws are being given to the Israelites regarding how they should live ---
16"If a man seduces a virgin who is not engaged, and lies with her, he must pay a dowry for her to be his wife.
17"If her father absolutely refuses to give her to him, he shall pay money equal to the dowry for virgins.
So this begs the following questions ---
Were you a virgin, and did your boyfriend seduce you? Has he offered valuables to your father, and asked for his permission to marry you? If your father doesn't give his consent, is your boyfriend prepared to offer money as payment for taking your virginity?
It's funny how people only select words out of the Bible that they want to hear.
Just ask him what he means by his misuse of Exodus 22:16

I think that he's saying that he doesn't want to be marries in the traditional since (going downtown and filing for a certificate) It almost sounds like he's trying to say that because he took your virginity that in God's eyes you are already married
Tell him you still want to get married the real way
Find the scripture that says that you have to obey the laws of the land
He'll be sick

I've been in a relationship for 7- almost 8 years. We are SO HAPPY un-married. We were each others 1st aswell. Don't let the marriage talk get in between your relationship. Forget about it, even if he is talking about marriage, if you do it based on "virginity" you'll be doomed for divorce their is so much more to a relationship.

You two have some serious communication issues. Quoting the bible is not a marriage proposal. So tell him straight out that when he actually proposes (with a ring), you will give him an answer. Until then, you are not engaged.

The next level, meaning that you went all the way? I don't think he necessarily is saying he wants to get married but he's definitely thinking about it.
Now, it would be different if he was on one knee putting 3 cts. on your finger and reading from a Bible - that would be a way of asking you to marry him.

He is playing some kind of game, but he isn't sharing the rules with you. Marriage is a big step and if he is unable to communicate any better then this then he might not be someone you should spend the rest of your life with regardless.

Frankly if it were me I'd hang up on him. If he can't give you a straight answer then he doesn't want to communicate and communication is one of the key elements to a good relationship. Obviously not communicating he doesn't WANT a good relationship.
