i have been told that we need a 5inch by 5 inch hole in our wall venting air outside for our boilier. is it allowed to to change this to a 9 by 3 inch hole as that is the size of our bricks and would be easier to knock that out. 5 x 5 gives a smaller area than 9 x 3 so i cant see it being a problem

Are you talking about the flue vent or the outside combustion air opening. If it is the combustion air opening (the fresh air the boiler needs for oxygen to burn the gas or oil or whatever) as long as you have the same or more square open area you are fine. Because 9X3 is slightly larger than 5X5 you are fine if it is combustion air.

If it is the flue vent it depends on you local building codes. There are certain clearances that need to be maintained so changing dimensions can be a problem.

The regs say it has to be direct to outside, no fly screens or slide controls, and it must be sleeved through the wall, if you have been told by a heating engineer that you need 25 cm2 and the one you are using is 27cm2, then the output on your boiler data badge is only 12kw, that does not seem right to me. If you give the boiler size, I will tell you. You also need to check the vent is the right kind, some vents have smaller slots, therefore less area, so 9 x 3 may actually be smaller than 5x5

if your boiler has a balanced flue, like most modern boilers have the air flows in through the same flue as the exhaust passes out. it double lined...
the size of the hole needs only to be large enough so that the flue can pass through.
to cut the hole use a core drill. you should really be having this boiler fitted by a corgi registered fitter.
he will have all the necessary tools....

Your right. its based on the volume of fresh air coming into the room the boiler is sited.

it all depends on what your using to vent the boiler with black pipe or some kind of vent pipe.

That will be fine. Make sure it is always kept clear of dirt or obstructions.
