Some people seem to naturally have darker undereyes. Have your eyes always been like this, or is this a recent occurrance? It takes me a while to fall alseep, as well. If you keep busy throughout the day, and develop a relaxing bedtime routine, that may help you fall asleep better. Try taking a bath with a soothing scent, like lavendar. They say that one is good for aiding in slumber. Try reading a book, or laying down, watching a little tv.
Stay away from caffinated drinks. Be sure to get at least seven hours of sleep. Most importantly, get into a consistant sleep pattern. Otherwise, your body will be confused, and if you go to bed simply because it's "bedtime," you will lie awake for hours, unable to fall asleep. When you get used to a routine (I try to go to bed between 10 and 10:30 on the weekdays, and find that I sleep much better now, and have much more energy throughout the day.), you will be training your body to sleep when it needs to.
Clear your mind before bed.
For now, use under-eye concealer, and if you like, a foundation to go over it to even out the skin tone.
I've heard from a doctor, that bags (not just the dark areas, but folds of skin) are actually a result of the loss of fat, not sagging skin. You need a fat transplant to fix this problem, so if they are REALLY bad (which I doubt, as you are still very young) plastic surgery is your only option. But seriously, NOBODY does that.

Naps do not replace lost sleep, and if you DO nap for a long time, you will generally be MORE tired when you awaken because you've disrupted your sleep cycle. If you need a nap, keep them short, probably under half an hour.
Iron is important to, to maintain energy. Red meat, and spinach are very high sources.

I'm 14 and what i do is get a wet soft flannel or cloth and put it in the freezer then tomorrow morning get it out it should be frozen but because of the material it should bend then put it under your eyes it helps get rid of red eyes puffyness and bags and make sure you take all your makeup of before you go to sleep hope this helps x

Make sure you get at least 8 hours of sleep every night and don't eat or drink anything with caffeine (soda, coffee, etc.) for at least 3 hours before you go to bed and you should be able to fall asleep pretty quickly.

It could be because of stress and fatigue. Just relax and don't stress if you can't get to sleep. I heard about this treatment that you could do. I think it's that you rub eggwhites underneath your eyes, on the part that's dark and puffy and then put slices on potatoes over them. I guess they both tighten the skin underneath your eyes and take away the colour. I hope this helps
