How do I file to become excutive?

If she left a will, it should appoint the executor, if not, you may ask the Probate Court to appoint you administrator of the estate. You need to file the will, and depending on the size of the estate, you may have to post a bond.

If someone else was made the executor then they are the ones to do it.

Its called "executor," or "executrix," fem., or more generally in some states a "personal representative." Statutes specify who has authority to be a PR. To become one by filing the papers to open the estate and setting forth in them your relationship & why you believe you have preference to be so appointed. If there is a will naming you as PR that establishes your priority. If not, & there are others with the same or greater priority (eg., brothers & sisters) you should have them sign a waiver saying they agree that you should so act. Otherwise the court may require you give them notice & have a hearing to determine whether to appoint you.
