Can you configure this WIC card for Dial in service or is dial out only?

That card is used for something called Digital Data Service (DDS). DDS is not a demand service, it's a dedicated connection using 56Kbps bi-directional transmission. It won't work on a Plain Old Telephony Service (POTS), i.e. an analog telephone circuit.

There was a precursor to ISDN called switched 56, which that card may support - I'm 100% certain? You would have to have a switched 56 service, which I'm pretty sure would be extinct in todays telecommunications world? If you can configure it for dial-out, it's got to be for switched 56.

The WIC-1AM is the analog modem WIC card.

It's not really an on demand interface like PSTN or a modem. It's meant for connection to the WAN in an always on fashion. See below for more information

neither. Its for an old 56Kbps leased line.
