NPSD 51 "...President Bush has signed a directive granting extraordinary powers to the office of the president in the event of a declared national emergency, apparently without congressional approval or oversight...
It was issued with the dual designation of NSPD-51, as a National Security Presidential Directive, and HSPD-20, as a Homeland Security Presidential Directive.
The directive establishes under the office of the president a new national continuity coordinator whose job is to make plans for "National Essential Functions" of all federal, state, local, territorial and tribal governments, as well as private sector organizations to continue functioning under the president's directives in the event of a national emergency.
"Catastrophic emergency" is loosely defined as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S.

"......Section 1076 of the John Warner Defense Appropriation Act for Fiscal Year 2007 grants the president the right to commandeer federal troops or state National Guard to use them domestically. The language of that legislation allows the president to use federal troops or the National Guard in federal service in a wide range of emergencies, including natural disasters, epidemics or other public health emergencies, terrorist attacks, insurrections, or domestic violence, including conspiracies to commit domestic violence....."
NSPD-51 and HSPD-20 make no specific reference to the National Security Act under U.S.C. Title 50 or the requirement of that act that the president bring a declaration of a national emergency to Congress immediately and publish the declaration in the Federal Register.

The head of each department or agency assigned functions under this order is delegated authority under sections 710(b) and (c) of the Act of employ persons of outstanding experience and ability without compensation and to employ experts, consultants, or organizations, the authority delegated by this section shall not be redelegated.
Gosh...I though to Employ without compensation" was slavery or indentured servitude!!

It's the legal pre-text for you and your family to be legally rounded up and put into a FEMA Concentration camp against your will in time of a national crisis. Such as a terrorist attack or some other contrived event. If you go a few years back in history this is what Nazi's did to the Jew's, German's, Pol's. Except this time it's going to be anyone who is labeled an "enemy of the state" so basically anyone who resists and dissents against the government. Most of these camps were contracted out to Halliburton. (Dick Cheney's company).
This is very scary stuff, as for when they permanently detain you and your family you will most likely be separated and never see them again. this is meant to keep you in a weak and vulnerable position.
Most Americans don't even know that the administration is laying the ground work for a Nazi type police state take over, all in the name of protecting of from the "terrorist".. lol... the war on terror is the front for a blanket war on the American people and our Constitution. The only way we can stop this kind of thing from happening is making more people aware about it. (Can't rob someones house if they're sitting on the porch with a shotgun)
But most people will call you crazy and go back to watching important things like the football game or dancing with the stars... lol.. stupid sheep.

It is exactly why my family and a few very good friends have the "Omega Stop Plan". Simply put if any of these plans are put into place or in the event of a natural or man made disaster, we all have a central meeting place (we live in a very rural setting, what most city people call the sticks). Each knows the basics of what to bring for survival. We also have plans of action for resupply and readiness for relocating rapidly if needed. Of course we all have to pray that there will be some people within the military and guard that will break ranks from these Nazi concentration camp plans! Everyone should have at least some rudimentary plan of action. Either that or be prepared to be treated like the Jews were at the Holocaust!

The Rex 84 program is the big reason out of many reasons our Founding Fathers gave us the 2nd Amendment. As long as the people remain armed and as long as the majority of the military is loyal to the Constitution it can never be implemented.

It was conducted in coordination and simultaneously with a Joint Chiefs exercise, Night Train 84, a worldwide military command post exercise (including Continental U.S. Forces or CONUS) based on multi-emergency scenarios operating both abroad and at home. In the combined exercise, Rex-84 Bravo, FEMA and DOD led the other federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration through a gaming exercise to test military assistance in civil defense.
The exercise anticipated civil disturbances, major demonstrations and strikes that would affect continuity of government and/or resource mobilization. To fight subversive activities, there was authorization for the military to implement government ordered movements of civilian populations at state and regional levels, the arrest of certain unidentified segments of the population, and the imposition of martial rule.[3]
Existence of a master military contingency plan, "Garden Plot" and a similar earlier exercise, "Lantern Spike" were originally revealed by alternative journalist Ron Ridenhour, who summarized his findings in "Garden Plot and the New Action Army."[4]
Rex 84 was mentioned during the Iran-Contra Hearings in 1987, and subsequently reported on by the Miami Herald on July 5th, 1987. [5]A number of websites and alternative publications that span the political spectrum have hypothesized upon the basic material about Rex 84, and in many cases hyperbolized it into a form of urban legend or conspiracy theory. Nonetheless, the basic facts about Rex 84 and other contingency planning readiness exercises--and the potential threat they pose to civil liberties if fully implemented in a real operation--are taken seriously by scholars and civil liberties activists.

It stands for Readiness Exercise 1984. It was a federal government plan to be able to detain large quantities of people in the event of a major civil unrest.
Chances are that anything you have heard about it, say in an email or something, has been changed enough to make it appear that their is a big conspiracy by the government to further strip us of our liberties. The US government has so many of these plans, for many different types of situations. Most, if any, of these types of plans will never be implemented so now you can enjoy the rest of your day without worry.
