I have several container pots in which I grow tomato plants on the deck. Unfortunately, this year they all got horrible diseases by the end of the season (black spot?and blossom rot).
Does the dirt transfer disease season to season? Can I reuse it next season or should I toss it out?

No, don't reuse it. Throw it out where it won't be used again and disinfect your pots with a bleach solution before using again.
Good Luck

Its best to toss it out.. the nutrients that was in the soild has more than likely been used up by the plants and would be a good idea to get new each year.
