Flywheel turns clockwise. If the starter kickups up does it have interaction the flwheel? it is going to and turn the engine over. in any different case the starter isn't kicking the engine over meaning you have a starter difficulty or low battery voltage, achieveable voltage drop as a results of undesirable connections at battery, starter and/or solenoid. you will would desire to study for the drop in voltage if battery tests out at 12.6 or above. If battery voltage is low charge battery and attempt to start. So assuming you have no electric powered difficulty by way of checking the individal products does not constantly point out that there is no electric powered difficulty.

I not sure. You may do best to buy a service manual. I have a Clymer manual and it tells about making a Throttle Shaft tool and setting Throttle Cam clearance and using a timing light.
There 2 Timing specs
1 is on a label on your engine. It the "Full Throttle Spark Advance Degrees BTDC
2 is TDC +/- 1 It Throttle Pickup Degrees BTDC
Champion Spark Plug L77J4 gap @ .040 (Parts store may have to cross reference the plug as I not sure they have this number anymore.
So, it be hard to explain how to make your Tool and make these adjustments.
