It would depend on your web browser. If you are using IE, go to Tools, Internet Options, Content tab, Autocomplete and see if the box beside the "Urls" is tickmarked. If yes, remove the tickmark, click OK, Apply, OK and close all browser windows then try again.
Also, if this is happening when using a toolbar such as Google for searching, you need to go into its options to see if there is an autocomplete or Autofill section for you to make adjustments there as well. Again you will need to close all browser windows and open again to ensure the settings change takes full effect.

The file may be live which means that its attached to another application. That means when that other application loads that program will also load. Also, you may need to go into your computer registry which holds a record of everything that has been installed and deleted off your PC. You may need to remove the parts of the program in your registry. You can find out how to do these things by following the directions below or visiting this page for more details.
http://www.delete-computer-history.com/cant-delete.html
To disconnect all applications associated with the program, Press Crtl-Alt-Delete time to pull up the task manager. You will need to disable all the services associated with the program. Here is how:
1. Open your "Start"menu.
2. Click “Run”
3. In the command screen type "msconfig.exe"
4. In the "system configuration utility",click "service"
5. Uncheck all executable(.exe) files associated with the program you want to remove.
6. Click "OK"
After this procedure you may be able to use the program uninstall feature to remove the program.

That's not your Temporary Internet Files. That is recently typed URLs. Clear them using CCleaner (it's free):

If is is not malware you might like to try this if you are using Internet Explorer.
Go to Tools > Internet Options > Under Browsing History click on Settings - at the bottom change days to keep pages in history to 0.

it may be the autocomplete feature of IE. Just remember if you delete the autocomplete lists you might delete the ones that have your password saved

That sounds like you have some spyware or adware in your computer. Try running an anti-spyware application to remove it. there are a bunch of free tools out there to accomplish this task. "Spybot search & destroy" is a good one, here is the link for it:
