Yes, they can. Boys who masturbate before they are able to ejaculate do have orgasms. It's very pleasurable. Men who can't ejaculate due to prostate surgery still have orgasms. I'm on some meds right now that seem to delay ejaculation, separating it from my orgasm. Sometimes I ejaculate and then I have the orgasm. Other times I have the orgasm but have to work a bit to ejaculate. My own experience has been that orgasm and ejaculation usually happen together. Men can ejaculate without an orgasm as well. How it works? Don't know, I'm not a urologist.

Yes we can. I started when I was ten and had orgasms but no ejaculations. If a guy masturbates like eight times in a day, he will go temporarily dry. Then there are medical reasons too.

Besides all of the above, boys that haven't hit puberty yet can have orgasms, but don't have anything to ejaculate. But you probably mean adult men.

It doesn't happen often, but there's such a thing as retrograde ejaculation, in which the ejaculate is misdirected into the urinary bladder.

My boyfriend has done it twice since we've been together, but he has a birth defect. Sometimes, it's normal. Sometimes, it's not there at all, lol!
