she is lucky to have you as a friend but if possible avoid this guy as he might try to take out is feelings for your friend (sounds like he hates her) on you

If the home is in the name of the Husband, in the eyes of the law, he is certianly able <-- ONLY if the women has been given time to find a new home, something like 30 days

He has done her a favour, she should go to a solicitor immediately and get a stop put on all accounts and and go to the police. She is entitled to half of everything. She can now start fresh and she will see it is for the best, she should start a course or something to mix with better people and take some quality time out on her own, have a few beauty treatments, take a weekend in Paris and put it all behind her . Most women start a better life once on their own. Just let him sulk and forget about him alltogether.

In the UK this is against the law. Go and see a lawyer or visit the Citizen's Advise Bureau.
I know this because my friend changed the locks after her ex husband raped her, and her lawyer told her off for doing so.

In the US: Yes, if she is not on the lease or mortgage papers. But this is still commonly done during a divorce. Illegal or not, the police can help her recover a few belongings but cannot help her live in the house again.
If you are in India, a cheating woman loses rights to everything even kids to the husband.

Absolutely not! It is the marriage home and she has a right to stay there for 30-60 days at least. It depends on your state laws. She needs to contact an attorney.

The law gives her grounds for divorce and a good attorney could help her get a nice settlement because he has abandoned her. If they have joint ownership of the house, she can probably get that too and change the locks again.

She has legal residence at that location as long as she recieves her mail there and has personal items within the home. He can change the locks but he also has to allow her to get her things out of the house. She can call the cops and they can 'over see' her getting her stuff out to insure there is no problems.

I wouldn't have thought so 5 years ago, but it happened to my girlfriend. She even had a minor child, and this creep of a husband was the father.He never let her back in to get anything. He threw a couple things out in the yard for her and the kid. She ended up having a guy we work with break into her house while the husband was out of town.It was a mess!

Depends. Do you live in a community property state? Are they legally married? Is she on the deed to the house?
And its hard to say "hes being a bully" without knowing the full details. Lets keep the "personal opinions" of the morality behind the act and focus on the legality of the act itself. Dont confuse the issue.
