either South Carolina or North Carolina are great places that fit most of your requirements. right off the top of my head I think Charleston, SC would be a great coastline area for you with lots of culture and fun along with some great historical appeal. I'll provide you a couple of links.

Give a good, long look at New York. We have EVERYTHING here, or within a short distance.
We have beaches on the Atlantic Ocean - maybe not as famous as some other beaches, but they're fairly good.
There are neighborhoods of all kinds in the area, you basically get to pick what works best for you. You can find somewhere extremely busy in Manhattan, but that comes at a high price for small apartments. However, there are some very nice neighborhoods in the outer boroughs of the city (Queens, Brooklyn, the Bronx, and Staten Island). No matter where you go, you have easy access to mass transit.
Who says America is scary or dangerous? There are good parts and not-so-good parts, just like anywhere else in the world. I've been to some of the not-so-great parts, but trust me...the majority of this country is quite safe. Furthermore, New York is consistently rated as the safest big city in the U.S. I've been all over this country, and I tend to agree. I love this town.
Really, I don't know where to start as far as websites and pictures of New York. There's just an endless amount of stuff out there about it.

America is a huge country, so there are tons of choices that may fit your preferences. The majority of the east coast is filled with beautiful beaches and very nice/safe towns and cities. The further south you go, the higher risk you are for experiencing floods or hurricanes. Of course, the further north you go, the colder and harsher winters take affect. Consider coastal areas in North or South Carolina. Myrtle Beach is a very popular area in South Carolina. Cape Hatteras is a popular area in North Carolina. Both states are in a good location to provide equal amounts of good/warm weather during the summer months and cooler/occasionally snowy weather during the winter months.
If you're also interested in being located to both beach and metro areas... I suggest Maryland, Delaware or New Jersey coasts. All are within about 3 hours driving distance to DC, Baltimore, Philadelphia, Atlantic City and New York City. You get the best of all worlds here... nice beaches, safe/quiet towns, and access to fun metro areas for parties and getting away for fun weekend vacations.

Few comments -
The ocean water in California is freezing. The current comes down from Alaska.
The ocean water on the east coast, south of Cape Cod is significantly warmer. Fed by the Gulf Stream current.
The ocean water in the Gulf of Mexico is nice.
Depends on what you want your beach experience to be like.
I live in New Hampshire. 1 mile from the beach. My town/neighborhood is as safe as safe gets. Ocean water is cold, like California, however in the summer the water is tollerable. We have very cold winters, sometimes with lots of snow. Spring, summer and fall are fantastic. 1 hour from Boston, 4 hours from NYC.
Friendliest people in the US are in the mid-west, however no beaches.
Lived in S. Cal, Colorado, Indiana, WA, Texas....been all over the US.

Someone said this already but I will second it. Southern east coast but not Florida. Georgia or the Carolina's would be good. Texas is good too, although you can get a lot closer to the beach than Collage Station.

California is great. You have the beach, lots of things to do and see, weather is great all year around and snow is just a couple of hours away. So you have the best of both worlds. The city I would check out is San Diego. I lived there for 4 years and loved it.

and you can get closer to the beach, but I suggested College Station because its only 2 hours from Austin, 2 1/2 from Houston, and there is always something to do and College Station is a pretty safe city. Way safer than Bryan. :)

You live in Australia and you want to move here? Why? I spent some time in Victoria and I loved it. America just seems so....blah.
But if you are determined to come here, and you looking for beaches I would try San Diego, California. There are good and bad neighborhoods so I guess its just smart to visit ahead of time.

Vegas Baby... because it's affordable, very luxurious and full of activities. You don't have to gamble or have a lot of money to have a great time. There are lots to do and see in Las Vegas. Here is a list of free attractions.

I would check out places in the South such as Savannah, Georgia. http://www.savannah-visit.com/
Still reasonably priced, nice town with culture, and close enough to the ocean. Southern towns are often very friendly and inviting of newcomers.
You might also want to check out some of the coastal towns in Texas....except its very, very hot and humid.
Towns along the beach in the Northeast are often overpriced as well as the West Coast like Cali.
