Yes and no - i tinker with lawntractors, a have a couple that have worn out blade brakes ( lil brake pads to keep the deck pulleys from turning) - they'll start w/o them , just means as soon as you crank the motor, the blades turn as well, weather deck is engaged or not.
It definitly draws on the battery/motor, but itll start. Technically is could be considered a hazzard , specially if small children /animals are around.
If its a sensor issue ( newer tractors have them today) - then the deck needs to be in the off position to start.

There is a switch on the deck engage lever that prevents the engine from being started with the deck engaged. Why won't the deck disengage? It would be a much safer situation if you fixed that problem. You also would be putting much more strain on the starter and it probably won't last very long. The starter costs $100 plus. I would fix the mower deck.
