Speaking as an annoying husband myself, I have to advice you that your only hope is to find something much, much more annoying that you can do back to him everytime he does this to you. Are there any particular songs that really grate on his nerves? Start singing them everytime he sticks his finger in your belly button.
It might not work, though. Most of us annoying husbands have a very high threshold for being annoyed ourselves. It is extremely hard for my wife to annoy me--it takes usually takes some genuine effort and creativity on her part, while I can come up with dozens of different ways to annoy her with virtually no thought at all. What actually works best for my wife sometimes is to act kind of pissy. That is a drag to deal with, so if I can see that annoying her will lead to her acting pissy than I will usually not annoy her.

Well...it certainly sounds like you're unsure how you should feel about it. (Maybe you have a nice belly button.) If it happens all the time I can imagine that it is very annoying. He's your husband. Sit down and talk about it. I'm sure he will understand.

Why would you worry about it? It seems that he likes your belly button, and there isn't anything wrong with that.
You can ask him about it, after all you are married and communication is a good thing in marriage. If your belly button is a turn on for him then find ways to make it more exciting for both of you - and enjoy his attention.

Husband or not, he needs to respect your person and your preferences. This sounds like either he's too immature to listen when you tell him you don't like it, or he's trying to prove he's "boss" over you. Tell him to knock it off and make it stick.
