i dont understand why it isent reading the other socket?
do i need change anything in bios? im using a AMD.

or is the motherbord broke if so ill take it back and complain.

Try testing with just one stick at a time to make sure that both sticks are ok. If both are ok, try switching positions of the sticks in the slots. One stick might have just not seated properly the first time around.
PC is only reading 384mb from the 512mb RAM because 128mb has been allocated to integrated graphics.

make sure you're using the right type of RAM. very new RAM wont work on old boards. make sure your board can support 1G ram, some will support less than that. remove one of the RAM modules, try to boot. check the memory read. remove and repeat with the other (to test if one got damaged by static electricity). if both are working, then maybe the slot is dirty, or its bust

Look in the BIOS for the RAM settings, especially those concerning TIMING and VOLTAGE...
bad timing and too low or too high a voltage can cause many of the symptoms you have described...
best is to let the BIOS handle the timings (per SPD) and voltage (AUTO)... and if you have any setting to TURBO Charge the RAM, turn it off.
also check on stick at a time to see if one is bad.
