If you mean the first to put an unmanned lander on the moon, then it was USSR (Luna 9 - 1966).

With humans: USA July 20, 1969
Without humans (un=manned robot): Soviet Union, February 3, 1966 (Russia, at the time, was one Republic in the Soviet Union). They had a soft landing before the Apollo missions' first touchdown.
