I did a quick quote, and Hotel Le Saint Paul is the cheapest place close to downtown (106USD/night).
Head over to http://www.resideo.com/ca/quebec/quebec/ and click the "Check Availability" button. Choose your dates, submit the form, then sort the results by price -- that'll put the cheapest places first (but still show you how far away each is from city center). You can then find out which are in your price range, read more about them, etc.
Then, head to tripadvisor.com and read about each of them to see what other folks have to say.
When you've made your choice, go back and book!

here are plenty of inexpensive hotels in Quebec City. However, they are of a European style and North Americans tend to be disappointed by them (small rooms, very little service, no restaurant in the hotel).
However, if you are going to Quebec City, you should NOT think of your room as anything more than a place to sleep and refresh yourself. You should be outside your room, and enjoying the city, as much as possible.
Hotel Clarendon has a very good reputation. It is classed a 3-star on expedia.
My favorite was the Auberge St-Antoine. But since the renovations (making it more appealing for North American tourists) it has become less "Quebecky" (or whatever adjective you want to fit here). And that has made it more expensive.
(Hotels in Quebec are now all somewhat expensive, but then you are in Quebec City; that makes it worth it).
Do not look for a hotel with a nice restaurant: there are far more very good restaurants in Quebec City than you can visit in an average lifetime (I've tried). Although I do not deny that there could be some bad ones, with all the competition from fantastic restaurants, the bad ones do not survive very long.
Forego the pool, the free cable, the "free" internet connection.
I use www.expedia.ca and I look for 3 stars in the city centre.

Parking downtown is like 30 dollars to your first 0.5 hour so it gets high priced. motels are regularly around 30 an afternoon or so. i could recommend combating interior the suburbs and parking at a pay lot or in basic terms a food market or hotel parking zone and taking the metra into the city, in basic terms a pair of 35 minute journey from naperville.
