A cool person is open minded and ready to try a lot of new things.
He/she is charismatic and makes turn heads ( maybe he/she is the most beautiful/handsome person but very charming with the way he/she acts)
When she/he enters somewhere everyone is happy to see her/him and he/she changes the ambiance of the places.

According to our "manners" and "morals", it can have different meanings.
To me, somebody "cool" is a person who has earned respect by having respected and valued others opinion, no matter if they weren't his/her idea.
