"Although I am glad he did it, I am not excited about Bush's veto today of the expansion of the children's health insurance program (H.R. 976). He didn't veto the measure because it is a welfare program. He didn't veto the measure because it is an income transfer program. He didn't veto the measure because it is unconstitutional. And he didn't veto the measure because the federal government should not have anything to do with health care. He vetoed this bill because it was passed by a Democratic-controlled Congress. If the Republicans still controlled the Congress, he would have rubber-stamped it in a heartbeat. If you have any doubt just look at the Medicare Prescription Drug, Improvement, and Modernization Act of 2003--a Republican health care welfare scheme that Bush signed into law on December 8, 2003."
