If the bases are occupied. 2-3 on, The stadium is crazy and the pitcher throws a pitch that does not reach the plate what happens? Say 3 feet in front. What if the batter swings?

It would be a swinging "strike" if he swings at the pitch or a "ball" if he does not swing. The runners on base are free to run and advance a base if they elect to do so.

what does the stadium being crazy have to do with it?...

um...if he throws the pitch it is a pitch...if the ball falls out of his hand that is a differnet story but if he goes through his motion and throws the pitch from the rubber that would result in a ball or the batter could try and swing and if he hits it it counts and if he misses its a strike

It would be a ball, and it would be scored as a wild pitch if any of the baserunners advanced beyond where they were allowed to by the walk.

that is a Balk,the pitch has to cross the foul-lines to be called a ball.if the batter swings its a strike
