If the APC is over two years old, the internal battery may have gone bad. This does have to be replaced every so often depending on the number of items plugged in and the quality of the line (spikes, surges, etc.).
There is an indicator light on the front which lights if the battery is not charging properly or at all. Check to see if it's on; if not, then check all your connections and make sure that your USB cable is in place.

Do you have the other connection to the serial port in place? It needs a sense line and the software to know if the back-up is available for use. The AC power cord alone will not do the job.

Did you read the User Manual?

Give the internal battery 24 hours to fully charge, then try again.
