It's very unlikely.
The House of Stuart or Stewart was a royal house of the Kingdom of Scotland, later also of the Kingdom of England, and finally of the Kingdom of Great Britain. Mary Queen of Scots adopted the French spelling Stuart while in France to ensure that the Scots Stewart was pronounced correctly. The name itself originates from the ancient hereditary Scottish title High Steward of Scotland.
Because Queen Anne died without surviving issue, she was the last monarch of the House of Stuart. She was succeeded by her second cousin, George I, of the House of Hanover, who was a descendant of the Stuarts through his maternal grandmother, Elizabeth, daughter of James I.
Rod Stewart is the youngest of five children and was born in Highgate, North London to parents who owned a newsagents shop there. His father, Robert Stewart, and his two brothers and two sisters were all born in Scotland. Rod and his mother, Elsie, are the only family members born in England.

In all likelihood : No. Even if he's actually descended from Clan Stewart members, odds are his ancestors were never closely related to the ruling dynasty.
