Well she has vampire wings, so that either means she is from a vampire anime or she is cosplaying.
I would say I am absolutely sure she isn't from a vampire anime, so that leaves cosplaying. The problem that brings us to is that this picture is obviously fanart. Because of this it may not be from any anime, and if it actually is based on an anime series the cosplay is most likey not canon. Because of that, it's a little hard to discern what liberties the artist could have taken if it was actually based off an anime character.
I don't recognize the girl from any of the anime that I have seen, and there aren't any clues to suggest she belongs to a specific series, so I am leaning to original character.

Mine is from a manga referred to as ''Kimi wa Petto'' or ''Tramps like us'' as it's translated. The characters are Iwaya Sumire and Momo. It is the nice manga I've learn. The characters are good portrayed and fleshed out, nice of all they react like truly humans might react. The manga rather offers you the sensation as though this might possibly occur. I admit the opening premiss as to how the fundamental characters meet is simply foolish and might flip you off however do not be fooled beneath the hood is a good oiled computing device that simply cruises the panorama. It's an extended one too, eighty four chapters I consider. Due to the foolish premiss I stated it does take a bankruptcy or 2 to get into the manga however whenever you do you are hooked. I deliberately did not provide any tale features due to the fact that I rather do not wasn't to break the thrill :D. Suffice it to mention there's a are living drama that's nonetheless being produced I suppose situated at the manga :D.

From the composition and style, my guess would be that it isn't based on any anime. It looks like a scanned page from an artist's artbook, which usually features random artwork from that artist in question. I don't recognize the artist here, so I really can't tell you who drew the picture either. His style isn't distinctive enough for me to recognize it.

Hmm.... It could be a made up character since i dont recognize it. You know, just a punk rock anime created by someone on the net.
Or it could be an altered version of Misa from Death Note (though i doubt it)
Or maybe even a more altered version of the girl character (Forgot name) from Fate/Stay Night.
