Sounds to me as though the valve has been put together out of time. If it is a single handle take it apart and note the position it is in and the marks the manufacturer placed on the valve and put the valve back in time with the factory marks, oh yeah turn the water off before you dissemble it. If it isn't a single stem then you have a o-ring/gasket that is peeling and blocking the flow rate.

I have to know if this is a single tap or a double. A single you might find it slightly out of adjustment, you can take it off and move it a little at a time.

A double, I have no idea, you may still have a water saver in there, take the end off and see if there's a whit or black disk in it, if so, take it out. Or, there might be sediment in the screen, clean it out.
