I've put www.safewebnavigate.com in the restricted sites list of my IE, does it matter to this? Even I use Firefox, I still can't search safewebnavigate on Google. The search term is safewebnavigate. It is a rogue site.

BTW, I'm in mainland China.

you know that safewebnavigate is a malware that infected your computer. so why would you want to visit its website? to get more malwares? i assume you want to remove it. i did a little search and so far there's no special removal dedicated for safewebnavigate, but you can use anti spyware to delete this threat. if you don't use anti spyware, i suggest you to download a free one: http://www.2-spyware.com/compare2.php

I guess you want to get rid of your infection. Download Spybot Search and Destroy, update it, Immunise with it and finally do a check for problems to get rid of the problem

"BTW, I'm in mainland China." is the best clue.

Your government is blocking you and forcing Google to assist them.
