The umpires now decide that the game will now become 20-20 i.e. the second team will also bat for 20 overs only. But as we all know that the second batting side will get only 8 overs of powerplay. Isn't that unfair? Shouldn't the rules be changed so that in case rain curtails the match the second team also gets the equal no of field restricting overs ?

ur opnion is correct
but its a game in which luck also hold some percentage
if one team played 20 over then rain and after the rain stop umpire have to ask to the first team to play atleast 10 over then they will allow another team to play 30 over
they cant reduce overs to 20
the minimization is only upto 25 over not 20 over

The only difference is that the first team did not know it will be a 20 over match.

My Dear friend. Why would a bowling team bowl its entire Powerplay overs in one go. Only if their bowlers are doing well. Then only Captain will chose all Powerplays togather.( in normal conditions).
So, its fair my dear. It may go the other way as well.

otherwise observe how many overs is possible and then follow the D/L METHOD

FIRST NOTE THAT IN YOUR QUISTION FIRST INNINGS IS NOT ENDED,SO,AFTER RAIN THEY RESUME PLAY WITH REDUCED NO OF PLAY{app.35\innings}
SECOND ,GAME CAN'T COME AT 40 OVERS FROM 100 OVERS AS CUTOFF TIME IS GONE.
EVEN THOUGH FIRST TEAM ENDED HIS INNINGS AT 20 OVERS THEN TARGET IS REDUCED TO SECOND TEAM ACCORDING TO R.R. OF FIRST INNINGS.
