Being a big girl myself, i have learned that the most important part of dressing is finding fits that flatter your shape. Dresses on bigger girls usually create a big lump of color right in the middle of your frame--definitely NOT where you want the attention. An added belt can break up the shape a bit but it really depends on the cut of the dress.
Comfortable fitting or loser fitting clothing can help also. Clothes that fit too tightly are obviously not very flattering for larger individuals. Something that fits comfortably will show off your curves without also showing every jiggle of those curves. Lose fitting shirts hide a lot of flaws, but be careful of going too large because that can add bulk.
Lastly remember to keep it simple. Too many accessories can also add bulk to your frame and make it look like you're trying to hard...
My perfect outfit is usually a fitted jean with a top that shows a little cleavage and shape but is flouncy and free enough around the midsection to hide my imperfections.

Depends on what neckline looks best on you. If v-neck, not too low a cut, not "obvious". Up above the cleavage.
Try on different outfits, if at a store, ask the sales clerk for her opinion, if at home, is there a relative or friend you could ask for their opinion? A nice blouse/top with slacks, well fitting jeans, maybe a necklace/earrings would look nice with the outfit too. If you have a jacket to wear with it (like a suit jacket) that would look good too. Buy your blouses and sweaters a size or two larger than you think you want to wear. Classy is not tight, (which makes you look cheap and bulgy) because tight looks like you have outgrown your clothes, and cannot afford the new clothes that fit right.

nice blouse with a nice pair of pants or high waisted pencil skirt. add some round-toed heels to complete the outfit.

if you really wanna look classy, jewelry adds the finishing touch, such as pearls or simple gold chains, bracelets and rings

A top with V neck makes your breast look slimmer, make sure you pick one that has no drawings, lines or flowers in it.Try lavender, that color suits most women. Also make sure it has no bottoms in the front. Gray pants would look good with a lavender top, they would look better if they have thin vertical lines that will make your legs look longer.
High heels, I´d say medium height. And you´re good to go.
