Dear it depends on what type of group you forming but i am sure that you need web designer if you going register a domain. But if you want make an online community sort of thing then you can find many services on internet like www.orkut.com where you can make your own group and users can join and send msgs.

From person experience i would say the most affortable way is ito do it yourself.. creating a "simple" webpage does not require you to hire a web designer...just design it yourself...it really isnt that hard at all....seriously!!

when it comes to codes you can check on www.w3schools.com.

lots of tutorials can be found in the net that will help you with web design/development and graphics.
