Makeup CAN cause blackheads, however most makeup these days are oil free and will not cause that. Clogged pores from dirt and excessive oil will cause this. That is why it's a good idea to use Toner, Moistorizer, and Cleanser on your face everyday. Takes about 5 minutes in the morning and at night, and can greatly improve your appearance.

As well, makeup can be helpful rather then hinder. If you work in an outdoor or restaurant setting, it's a great idea to wear foundation. The reason being is that foundation actually protects your skin. Say you worked at a fast food restaurant around heat and grease. If you were wearing foundation, the grease would sit on your foundation and that would block it from going into deeper layers of your skin (therefore essentially clogging the pores). At the end of the night when you take off your makeup, the foundation comes off with all the dirt you accumulated during the day and you're left with a fresh face.
And of course some of it is also hormonal.

Most makeups made now are non-comedongenic, meaning they do not clog the pores causing black heads. Blackheads come from oil or dirt in the pores becoming trapped and hardening. Keeping your face clean especially when sleeping, will be a great deterrent.

Not necessarily, but it can.
Clogged pores and oil build up are 2 of the main causes in my opinion.
