Is there a disc burning program that is able to be downloaded (for free) and transferred onto a computer that doesn't have internet access? What is it?

Express Burn has a free 14 day trial. When your trial runs out, just uninstall it, then go to the web site and reinstall it again.

Windows Media Player and Real Media have offline disc burning. Also Yahoo has a download; Yahoo Music Jukebox where you can burn CDs. I don't know if you can do it offline, however.

I prefer Windows media because express burn sometimes skips tracks and rearranges your playlist.
