for those of you who said it's just a compliment, it's not, the person who added me knows that I do not like his questions, and he answers mine with answers he knows I will disagree with.

When someone adds you as a contact, it's just a compliment to you and it doesn't hurt you in any way, shape or form. There is absolutely no reason to block them. No reason at all.
But you didn't explain why you don't want this particular person to be your contact. Would you like to tell us?

No I have never blocked any one. If I don't want to add someone as a contact I don't. They will appear on your Fan list but not your contact list.

No, someone can add you with out your having to add them back. They just do it because you asked or answered a question in a manner that they liked and want to be able to answer more of your questions. Be flattered.

I wouldn't block them unless they were really rude. If I don't want them as a contact then I just won't add them.

Idk, I just never refuse contacts. Contacts are part of the fun of Yahoo! Answers. If you feel uncomfortable with someone just don't respond.
