I've located this file in my System 32 folder but I can't delete it. The message says it's either protected or currently "in use". I've already disabled it in Manage-Add Ons under tools, so I'm at a loss how to competely remove it. Help please?

It is a "potentially unwanted program". It is a direct-marketing adware application that adds a toolbar into Internet Explorer and hijack search keywords to modify the search page after inserting its own marketing related hyperlinks.

You can get removal and more information here...
