time outs come in a wide variety. there is no limit to batters, runners or fielders calling time on the field but with coaches talking to pitchers, it is a different story. each pitcher is allowed two visits before they must be taken out of a ball game unless the visit is for medical reasons (like if the pitcher is hit in the foot with a ball), then it doesn't count.

They aren't regulated, since a "time out" in baseball is usually only a few seconds for a batter or runner to reposition himself. You just need to get an umpire to approve it.
There are limits on manager's and coaches' visits to the mound during the game - basically, it's once per pitcher per inning (not counting visits to change pitchers).

There is no limit on time outs in baseball, but teams must be careful when they ask for a time out because the umpire may or may not grant it. (He will if the situation permits.)
Also it was said above that a manager can come out and talk to his pitcher as much as he wants. Not true. On his second trip to the mound to speak with his pitcher in any inning, the manager must replace the pitcher.

brett, the person was asking for how many TIME outs, not outs (yes I thought they asked how many outs too until I read it carefully). I don't think there is a limit on time outs. Not completely sure though.... I've never really thought about that but I'm pretty sure there isn't a limit on time outs.

um... there are no timeouts... if you're referring to how many times the coach can leave the dugout to go talk to the pitcher, its unlimited except that the second time out per inning per pitcher the manager must make a pitching change.

Typically, in a regulation game, there are 54 outs if the visiting team wins and 51 if the home team wins.
It varies though based on weather, extra innings, if the win occured in the 9th inning and so forth
edit: Opps, yes, totally right, I totally misread that question.
Luckily there were 8 people kind enough to put the thumbs down on my mistake so no one takes it as actual.
