I advise that you don't use terms just because they are PC for a Real essay explaining something. Using terms where they are relevant as part of an explaination in standard english is better.
Yes I understand that you are being graded on this essay and you have to decide how best to do it but try to write something that you can respect.
I believe the best way for you to explain is to start with the history of blacks participating in politics and how it has changed over time.
Than describe political involvement today and discuss how much blacks have compared to other races. Here it is totally reasonable and legitimate to write about racial norms and average income and education. Use statistical data from the US Census Bureau reports that you can find online.
It is also totally legitimate to say that politics is about money and power and that blacks in general have less of both than the average and whites in general have more. That is reasonable but you should explain how that affects political involvement.
You should also discuss possible ways to maybe limit the political disadvantage of less money like more organised grass roots action. And how effective it is and in what ways and the limits to it.
And finally I would not worry much about upseting some people. If you are telling it like it is or your honest opinion and not being personal than it is fair enough. For example it is not wrong to discuss racism and white privilege but it Is wrong to blame all white men for everything bad. It is also weak and stupid.

Just statistically show how blacks blindly support the Democrat party and that makes it obvious that they have less political interest. If blacks paid any attention to politics they would notice that the Republican party freed them from slavery, fought for and successfully delivered civil rights and a whole range of things the Democrat party was against. Senator Gore meaning Al Gore's father along with most Democrats were strongly opposed to the civil rights movement and voted against it. Senator Bird is considered the most Elder Statesman and an icon in Democrat party and he was a Grand Master of the Klu Klux Klan KKK. A few years ago he was still useing the n word. This was in a fox news interview with Tony Snow. Hillary Clinton has made several racist comments though most of these were against Indians and Muslims. Joe Biden said Barrack O'Bama is doing well because finally the Democrat party has a clean articulate black person. I can't think of anything more insulting that this, especially to Al Sharpton and Jesse Jackson. It's obvious when blacks as a voting block vote over 90% for Democrats that they have no political involvement and knowledge of history. If they were politically involved they were see that the Democrat party has consistently worked against them and in contrast the Republican party has fought for equal rights among all going all the way back to Abraham Lincoln. FYI: Condoneeza Rice, Colin Powel, Clarence Thomas, and several others that are incredibly talented and happen to also be black are in prominent positions in government under the Bush administration. This never happened under any Democrat administration and during Al Gore's presidential campaign he had far more minorities working for them that the national average and the few that were working for him were being paid far less than the whites in the same position. Take a look at the actions of Republicans and you can see this has not been tolerated and I'm proud of that.

Well one obvious answer is simply the fact that blacks are a minority in the U.S. There isn't very many of them in relation to the whole population, so naturally they have less involvement. It's math, not necessarily racism.

Political involvement is probably a function of education level, and blacks are statistically less likely to have a college degree, thus less likely to be politically involved.
