what i really need to know is what does it mean by when it says adversely affect

adversely affect means the user may not be able to view and use the website's functions effectively because of browser incompatibility. when designing a website, you may need to consider the limitations of other browsers out there in the market. so as much as possible, stick with the basics without of course compromising your creativity ;-)

Go to a web site like yahoo and reduce the size of your window.
Then increase the font size.

some people, and you would not believe it how many, they have their computers set to a very low resolution, because they cannot see very well, at same time there are others like me that have to have the screen at maximum resolution, so. if your website have graphics, video, animation, etc. Therefore, what might look small in my screen, might appear so big in other peoples screen that they are going to have to move around the screen space with the sliding bars, in other cases, the functionality of your website, might be affected by the browser people are using, there are some java instructions, asp instructions, php instructions, perl instructions, etc, that perform well in Internet explorer, but not in Netscape, and vice versa.
so, in the end, the idea is to create a website that is simple enough to appear good in most of the browsers, but not boring.
Now, you have to remember some user and potential visitors to your website might even be using their phones to visit your website, and that is a other challenge to which you have to be prepared.

well as an example : when u design awebsite for example to match the resolution of 1024 x 700 , and ur current resolution is 800 x 600 this means u will get both vertical and horizontal scroll bar to be able to surf the website and to use its functionality

sometimes, if you have the wrong resolution it can distort a page sending links and words overlapping and stuff like that. happens to me alot, when you cant read something because of overlapping just shrink your text size and it all evens out.

i think you found this question in graphic design or web design...it was an important knowledge about visual art that can make sense thru eyes from the viewer...i make an example:WARNING and warning....which one can make sense...just difrerent between capital letter...and small letter..
